I can understand your concern & will guide you in the right direction.
The Recent tab shows all the files that you have viewed recently (It includes files on the local iPad drive as well as files on document cloud), and the Local tab shows all the files saved on your local iPad drive.
There is no way to move the files from the Recent tab to the Local tab. Recent tab is not any actual storage space, it only contains the list of recently viewed files & maps them to the actual storage location (local iPad drive or document cloud) in order to open it.

That is the problem, there is no download button in the app.
I can confirm that there is no direct way to download a cloud file to your iPad/iPhone.

yeah I confirm too, no interface for downloading a cloud file locally, which is - I guess - a much requested feature when working with Document Cloud.
Let's hope in a quick update.
The painful workaround is to download the PDF files from the cloud. Then use iTunes directly connected to the device to directly transfer to the file area for Acrobat DC Mobile.
Well, that's way too uncomfortable, you "just" need to use Safari from iPad, go to cloud.acrobat.com, download the document from there and "open in" back to Acrobat DC.
Still not a good solution indeed.
