The last time this happened to me, I found it necessary to call Adobe and they solved the problem.
What do you mean deactivating? Do you mean that lightroom won't reopen your catalog? In that case what you need to do is find the catalog file in FInder/Explorer and delete the file with a .lock extension right next to your catalog before it will load that catalog file.
