I have tried login items, and new admin user. It didn't work. Will read again and try again later
Did you tried providing full permissions to ~/library and /library for Currently logged in user and Administrator user accounts?
If yes , did you tried launching from Root user account ?

Hope this helps someone in the same situation. (This is for a Mac, OS 10.9.5)
This is what I did.
Started the computer in SAFE MODE, Creative Cloud Desktop (CCD) started.
Restarted under regular user mode. CCD did not start.
Removed all login items from System Preferences > Users & Groups (I think this step could be skipped and only tried if the following doesn't work.)
Go to Library folder. Rename LaunchAgents folder to LaunchAgents_old and Launch Daemons folder to Launch Daemons_old
Create new folders called LaunchAgents and Launch Daemons.
Move all items NOT containing the name Adobe from the "old" folders and put them in their respective new folders.
Go to ~/Library and do the same thing with LaunchAgents folder.
Restart the computer and see if CCD opens. Mine DID!!!
Using the uninstall Creative Cloud, uninstall. Then reinstall CCD. (This should put new items in the LaunchAgent folders.)
Restart the computer and see if CCD works. Mine Did and I seem to be good to go.
I'm not sure which files in the LaunchAgents folders were the culprits but everything seems to be working fine. I sure wish I had done this three days ago and saved myself a lot of grief. Adobe should add this to their list of things to try.
Is there a version of this thread for windows 8? Having the same issue, but the solutions for Mac users are not relevant.
Finally I can launch from root user. And installed Lr and Ps. So far looks fine.
I still can't launch CCD from my user account/other than root user. But Ps/Lr can work well.
Have tried safe mode, full permission ~/Library and /Library, launch agents. No success.
May be there are still other options that i haven't tried.
