What computer operating system is your Premiere Elements 13 running on? Have you updated 13 to 13.1 yet using an opened project's Help Menu/Updates? If not, please do that.
Please think again about deleting or disabling the OldFilm.AEX file which is found specially in Windows 7, 8, or 8.1 64 bit

and in the NewBlue Folder is the OldFilm.AEX file that you delete or disable by renaming the OldFilm.AEX so that its file name is OldFilm.AEXOLD.
The deletion or disabling of the OldFilm.AEX file has been the answer to the Premiere Elements 13/13.1 No Disc error for essentially all who have reported it. That is why I am asking you to try this suggested solution again. It will be interesting to learn if the 13 to 13.1 Update has any effect on your results.
