Premiere Elements 11 on what computer operating system?
You should be able to right click the finished Instant Movie on the Timeline and select "Break Apart Instant Movie" to do just that.
Then open all the tracks, expand the Timeline with the -+ slider above the Timeline, and edit your Instant Movie.

Auto Edit disabled is the correct answer to your question for the photo ordering that you want to do when you are setting up for the Instant Movie. After the fact answer would be breaking apart the Instant Movie if you put the photos into the Instant Movie in the incorrect order and wanted to move or remove photos or make some other adjustments without having to start over.
