Don't understand. Just downloaded, and installed it. How can it already be uninstalled?
Further, if it installed correctly the first time, why won't it open? And why can't I reinstall the program if its already uninstalled?
You should see a screen in your CC dashboard stating something similar to:
Are you sure you want to install this version of Premiere Pro?
Installing this version of Premiere Pro will remove the one you've
currently installed, and any updates you may have applied.

No, I'll keep my current version
Select "Yes, Install this version" to see if this resolves the issue.

Okay... hmm can you try starting your machine in safe mode and then checking to see if Premiere Pro will launch? To start your Windows 8 machine in Safe Mode just hold the SHIFT key and click Restart at the login screen, or even within Windows. -- You'll have to forgive me I don't have a Win 8 box to test on.

Okay. The last two things I know have worked in the past are: try is to delete the Adobe folders contained in the app data folder; this page will demonstrate where to find the folder: Windows 8 Appdata Folder Location If you have Local and Roaming or more remove the Adobe folder from all. You can simply delete them they will be auto generated again by the system. Once you have all of the folders deleted, try launching Premiere again.
The last thing would be to create a new user for the machine. Logon as that user and see if the new user can launch Premiere Pro.

Okay I have win 8.1 now. Are you installing the CC version or the CS6 version?
I downloaded the Creative Cloud, and through Creative Cloud I downloaded Premier Pro CS6, and Audition CS6.
Audition works fine. Premier does not even register that I'm clicking on it. And unless I use the CC Cleaner Tool, I cannot get rid of it. I've tried downloading, installing, and uninstalling, and redownloading, and reinstalling, and turning the computer on and off, and I've tried restarting the program, and I've checked the task manager to see if it even registers that I'm clicking on Premier, but it is not.
There is a complete lack of reaction to me hovering over the premier icon with my cursor, and there is absolutely no reaction when I click on the icon. Its not crashing. Its not even starting and then crashing. It doesn't even do anything at all. It just sits there.
yes, its 32 bit, with x64 based processor.
I'm sorry to say but that's the issue. You need to have Windows 8 64-bit version for Premiere.
