If there is a phone number available any where to call/contact them verbally, I would love to be shown where to find it. I submitted my issue a while ago already to the chat and and waiting to hear back from them. Thanks..
There is no phone number support for Elements that I know of. Online Chat appears to be it, and even that is limited to activation and orders matters.
What are you missing from the box - an actual serial number or a redemption code? Makes a difference.

My first impression is that this is not a matter for Adobe, but rather for the seller of the product and the seller's policy in such a situation. Are you within 30 days of purchase from the seller of Premiere Elements 13. That seller is the one who handles returns/refunds and related matters according to the seller's policy.
