Please describe your Timeline structure as it relates to this issue....
a. Video on video track 1, title with text animation on video track 2 directly above? Video and Title are of equal duration?
b. Where is this next frame into which the title is bleeding into?
Depending on your goals, you could create the title in the Titler, close the Titler, right click the Title on the Timeline, select Fade In Video.
That will give you a 1 second Fade In starting from the beginning of the clip 0% Opacity to 1 second in 100% Opacity. The Opacity keyframes generated in the process can be adjusted at the Timeline level if needed.

This video is a series of still photos with titles.
I think the problem is that the title and the frame are no the same length.
Can you help me fix that?

The text titles that you create in Premiere Elements 10 Windows are done in the workspace called Titler. You can open the Titler by going to the Title Menu and selecting New Title/Default Title, When you do that, the Titler workspace opens and you should see
If you have been creating titles and applying Text Animation to the titles, then you have been working here.
Notice, when you create a title in the Titler, the title file is automatically placed on the Timeline at the position of the Timeline Indicator.
The duration of the title created in the Titler will be set by the Still Image Default Duration in Edit Menu/Preferences/General. The default is
150 frames (5 seconds in a 30 frames per second workflow). When you are done creating the title file, you click Done. With the Titler closed, you can always drag on the end of the title to make it longer or shorter. With the Titler closed you can apply the Fade shortcuts for Fade In Video and Fade Out Video to your title file on the Timeline. (Either use the Text Animation in the opened Titler or the Fade shortcuts on the titles when the Titler is closed. Do not use both Text Animation and Shortcuts on the same Timeline title clip.
