I need to change the margins in a document and I want to know if there is way to do it so that the text frames move into their correct positions automatically. The size and orientation of the frames will stay the same. I'm just changing the Inside margin from 0.75 inches to 0.825 inches and the Outside margin from 0.75 inches to 0.675 inches. Basically, all of the text frames will need to slide out from the center.

Go to Master Page, then Layout>Margins & Columns…, check Anable Layout Adjustmnent and change margins as you want.
Yes, if you turn on Layout Adjustment BEFORE you make the changes and if the text frames are snapped to the margins (and you should do this on the master pages if you want it to happen to all pages). You can, if necessary, alter the margins first with Layout Adjustment off so they surround the text frame, then turn LA on and rest the margins to what you really want.
As of CS6 the engineers felt Liquid layout was more useful than Layout Adjustment, so they hid Layout Adjustment from view in the Layout > Liquid Layout panel menu.
