put _self in quotes.
Didn't make a difference. Still have the same issue.
This is still an issue. Can someone else test it on their box and see if it is an issue? In addition, I removed the target altogether, now it just reads:

i don't see any code using getURL(xxxx, "_self"). however, you have getURL() attached to your buttons in tween 4. and you must have getURL() code affecting those buttons elsewhere, too.
Double-click on the text, then highlight the text over each button and press F9, you will see the getURL there.
i see getURL(), just not with the correct parameter. in addition, when i add the correct parameter to your code in tween 4, it still doesn't work which means there must be some code over-riding the changes in tween 4.
The function "getURL" in Flash Player 8 didn't work locally, You can only use this function when you upload this file on any server.

I am doing this on the server itself. I did notice that I didn't have the issue with Flash Player 7 on Linux. Anyway, I have not coded getURL anywhere else on this other than the location previously specified.
Found the answer:
I had taken each text symbol (buttons) and combined them all into one symbol for some alpha tweening. That seemed to cause the problem. I deleted those symbols, recreated them, and alpha tweened them each individually instead of combining them into another symbol and tweening them altogether. After doing that things seem to be behaving correctly.
