1- I have made a circle (elliptical) frame and used the text wrap to wrap the text, no sweat! If you click the circle you get a square and a circle frame, you also get a lighter "boundary" line around the circle. It keeps the text away from the main circle I think. I can't move the text closer to my object! I've fooled with all the options in the Text Wrap Panel to no avail.
2- I have made layers as I have in Illustrator but I can't get things on top of other things! I've moved around the layers, fooled with the frames but the text disappears. I can't get an object behind text!

Layers have no influence on text wrap.
Can you show a screen shot with text and Wrap Panel open.
Can you give us some details what is and what you expect.
This seem like a silly question, but are you talking about text wrap to the left or to the right of a circle/curve? This makes a big difference.
Text wrapping to the left of a circle is often ugly (in my opinion), due to how the paragraph composer is able to end the lines of text.
You can improve how closely the text hugs the circle by using Justification or by adjusting your hyphenation settings.
