What version of Premiere Elements and on what computer operating system is it running?
With regard to
IM trying to import clips into my timeline, but when I try to add clips in, an error message pops up saying that they've already been put in.
Please detail. How are you importing the clips into Premiere Elements Editor?
One possibility....Add Media/Video from Flip or Camera/Video Importer...and your source is a DVD video file VTS_01_1.VOB and your Video Importer Save In field = My Videos.
Explanation. Each DVD disc will have a VTS_01_1.VOB and you cannot import a file with the same name to the same Save In location. Solution. Create a separate folder for each DVD and set the Video Importer's Save In field setting accordingly.
Lots of other possibilities. Maybe the one above is the answer. Maybe not. The answers will be in your details.

Thanks for replying. I am running windows 8 64bit and its elements 13. I am currently trying to import the clips again with the way you stated. Usually I just go into "add media" and go to video importer. This always worked for me until this time.
And I'm importing clips from a usb and an sd card

Before you begin the Premiere Elements import which uses the Video Importer, go to the Video Importer Save In location and find out what is already there. Check that save location for names of files. Check the names of the files that you will be importing. Just make sure that you are not sending a file with the same name to the same place.
