Open the PDF in Photoshop and do the conversion from it.

You can't open InDesign files in Photoshop.
You can do this
File>Export and choose PDF - then open that PDF in photoshop
In Photoshop: You can choose File>Save for Web
However, InDesign CC allows you to
File>Export and choose JPEG or PNG without roundrtipping Photoshop.
