What computer operating system is your Premiere Elements 13 running on? Have you updated 13 to 13.1 yet using an opened project's Help Menu/Updates? If not, please do so.
In Edit Menu/Preferences/General, there is a preference related to Intel HD Graphics 2000 and Higher. Please look at your problem with and without that preference disabled.
For Publish+Share/Disc/DVD, can you burn to Folder (4.7 GB) or burn to ISO Image (4.7 GB) even if you cannot burn to disc DVD?
There has been at least one other thread posted today about the type of problem that you are reporting. Please also check the progress in that thread.
