Do you have a purchased serial number?
Did you purchase the products from Adobe as downloads from Adobe? If not, details of the purchase will be important.

The details of your purchase which you should share with Adobe should resolve the matter.
It is of concern that the installation of Premiere Elements 13 affected the performance of your computer as you described it.
Your issues may go beyond the lack of recognition of your serial number and confusion about the Adobe ID and Password. But, the latter is the place to start and with Adobe.
