Win7/64. There has been no CC program running. I was connected to Adobe Creative Cloud. I have the message still on my screen but logged out of the cloud.
The issue is related to the activation count of the system, it needs intervention of the engineering team as well. You should be contacting Adobe support for this. You can try another workaround of getting this order cancelled & re purchase another order, I am skeptical about the bit that might be the issue is related to Adobe ID.
Had I been in your place, I would have contacted Adobe support for this.
