Download stalls at Adobe CSXS InfrastructureCS6

I have been trying to create a package for the Full Creative Cloud for MacOS over the past two weeks. Creative Cloud Packager starts out fine but stalls on downloading Adobe CSXS InfrastructureCS6. Has anyone seen similar behavior? I have tried on two different computers and got the same result.
