Yeah this is pretty ridiculous. Just confirmed with Adobe support that nothing has changed in 2 years.
Companies and organizations that pay much more for multiple licenses and get Creative Team features, can't enjoy the "luxury" individual Cloud members have to manage their device activations.
Under Creative Team, the individual users can't manage anything because there's a message "contact your Team administrator to manage your account", and as Chris wrote, Team admins don't have that feature.
