This text effect can be recreated by revealing a text layer using an animated mask or by using a stroke or paint layer as a track matte. If you have no idea what I'm talking about then start here: Basic Workflow
If you have some idea of what I'm talking about then try a google search for Animate a signature in After Effects or take a look at this tutorial from Layers Magazine. Beware of bad tutorials on YouTube. There are lot's of tutorials on this subject that either do a bad job or use convoluted techniques.
A good portion of the look and feel of this is the (probably stock but possibly) generated background which blurring, streaking nature probably influenced how the text is being revealed using one of Rick's mentioned methods. So work on a background or grab one from a plethora of searchable "stock video backgrounds" and find a free font suits your needs. The tutorials take over from there.
Personally, if you want something that really stands out, I'm always inspired by Video CoPilot's tutorials. Have a look through some of these and look down at the bottom and up from there for 'titles'. Some of these are done with particular which is why I mention.
