Preferences says I have 16GB of RAM, when I really have 64 installed

Can anyone tell me how I fix this?  It sees the CPU correctly (all the cores), and the video cards, but not the RAM.  It's a new computer and has always had 64GB of RAM. I just built it and installed the Adobe software.  My last computer had fewer cores, just one video card, and 32GB of RAM.  Because it can see those differences but not the RAM I don't think it is copying old settings; it is not acting in a consistent manner, from my perspective.

Also, where in preferences is the enable welcome screen check box you see at start up?  I cleared that, but find I prefer it.  Now I can't see where I turn it back on.
