Premiere Elements 13 downloads but will not operate!!!

MyPE 13 WILL NOT function after seemingly downloaded.  Had a tech on last night for hours before he realized that he downloaded 32 bit instead of 64.  He presumed that was the problem and left chat after download completed, but IT IS STILL NOT FUNCTIONING! I can't get any tech help today.  H E L P !!!!!

uninstall pre13, clean per http://www.adobe.com/support/contact/cscleanertool.html

and then install the 64 bit pre 13 (if you have a 64 bit system).
