Make sure you are logged in to the Adobe site, have cookies enabled, clear your cookie cache. If it continues to fail try using a different browser.
When you click the Buy link it should open a page where it first checks to see if you qualify for the discount.
May I whether you had purchased CS suite like Design Standard?? or just Photoshop CS 3 single application ?
Did you tried purchasing from below link ?
Click on the above link and click on Buy button under Complete — For CS Customers section .
It does not matter if the CS3 owned is a complete suite or and individual application.
Yes, that is correct, I just needed to make sure which product he is referring to and is it retail product or volume licensing or purcahsed under Student licensing

If you bought the Student version of CS3 then you will not be eligible for the discounted Cloud deal.
While I expect you are familiar with the subscription terms (Terms and Conditions | Adobe), rather than have people pulling them up one at a time, here they are in case anything in them might disqualify you...
