What are the properties of the Timeline audio whose volume you seek to adjust...Stereo (2 channel) or Dolby Digital 5.1 channel or other?
Are the files involved standalone audio or audio that comes into the project linked to video? Are the files involved from the same source in both Windows 7 and 8 projects. Same version of Premiere Elements on Windows 7 and 8?

Yes, in both windows 7 & 8, the files have the same name; I used Premiere Elements 10 on both computers - one computer runs w7 & the other runs w8
I may have just fixed the problem. I moved an audio file from soundtrack to Audio3 and Audio Mix is now working! Who knew?

You may have saved the day for another user who is having problems with getting the Audio Mixer to work in Premiere Elements 4. I will pass along the message of your success to that user. I always say "Problems with the same symptoms can (often do) have different causes." But when you get to the bottom of the troubleshooting tool box, these types of tips can be rewarding.
Moving audio to different track is often used in audio troubleshooting, but I do not typically associate that fix with an Audio Mixer involvement. So, glad to have that information - just in case.
