Do you also have a notebook computer with you that has Lightroom installed on it?
If you do is that notebook using the same exact LR catalog or a different one?
No, I don't have one that seems suitable to run LR CC. And I don't have the catalog at hand here.
Also, at home I use a desktop Win 7 pc with LR and PS exclusively. That one I use to sync the collections with the iPad, and up till before I left for a vacation, all behaved as expected.
I am just wondering why the collections do not show up.
Could be the internet connection you are using is blocking the connection to the Adobe Creative Cloud LR Mobile service/servers. Not sure.
Are you sure you are Signed In to LR Mobile on your pad/phone?
Yes, I am signed in: I see my name, email address and the message reads" you are subscribed" in the app. I also tried a VPN connection that I set up at home: also without success.
At the moment I am trying to download LR CC on the laptop. The d/l speed is abominably low, about 1 Mbps. At any rate I have the Adobe desktop app on the laptop. But there isn't a catalog that I can use, but I'll see what I can do with the laptop.

Have installed Adobe Desktop App and with it LR on the laptop. It refuses to run since I seem to have installed the lot on too many computers. I don't know what the limitations are, but it is quite possible that I had it temporarily installed it on an older pc as well as on still another pc with a different version of Windows, perhaps without removing the software in a regular manner.
Where can I find on what number of computers and iOS devices LR and PS may be installed? Is there a way to obtain a list of my installs?
