Please follow the instructions provided in this document to change the country in your Adobe account:
I changed e-mailadress and made a new account. But somehow the adobe
creative cloud is still the same. I can't change country and I can't pay
for the membership. This is crazy.

The old Creative Cloud has to be cancelled & a new CC has to be purchased under the new Adobe ID.
Technically you will have to just log out & log back in of the CC desktop active to activate the new CC.
