What version of Premiere Elements and on what computer operating system is it running? For now a generalization....
You need to create the title in the Titler, close the Titler, open the Project Media area, right click the title's thumbnail in the Project Media, and select Duplicate.
Then drag the Duplicate to the Timeline. Double click the Duplicate to open the Titler to edit the Duplicate title.

Problem solved. Thank you so much. I have Elements 13, running on Windows 7 - Been using Pinnacle for years and upgraded to Pinnacles latest and it was a complete waste of money! Finally settled on Elements and it seems to be working ok. There is one more problem I have. AUDIO! I have a video track in stereo with one side being a camera mic and the other is direct audio. I want to mix the stereo track into one "mixed" mono track. Is that possible with Elements! I sure hope so :-) thanks again for your help!

I am not clear on what you have on the Premiere Elements Timeline....
Video Track 1 .....Video part of the file that has video and audio components

When your are in the Premiere Elements workspace, is the camera mic and direct audio sounds embedded in the one audio file on Audio Track 1?
I am not sure if it is possible, but I will ask nonetheless, when you say

Is the microphone the left channel and the direct audio the right channel of the audio or vice versa?
If that is the case, either grand idea or grand dud....
Using the Audio Mixer - Expert workspace Tools Menu/
1. Copy of your audio on Audio Track 1.- Audio Balance +100.0
2. Copy of your audio on Audio Track 2 - Audio Balance -100.0
3. As the Timeline audio plays back, adjust the Balance of the two.
When you go to export, select an export with a opportunity to export as mono. Example...Advanced Settings for
Publish+Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p30.
Please review and let us know if the above works for you or if it is just wild imagination. At this point, I wonder if Audacity should be explored for this.
