What computer operating system is your Premiere Elements 13 running on? Have you updated 13 to 13.1 Update yet using the opened project's Help Menu/Updates? If not, please do that.

I am assuming that you are looking for black borders above and below an image in a widescreen look.

One Way....without distorting image with Scale Height adjust of just Video Track 1 video....

          1. Given your video on Video Track 1.

          2. Open a new project and create a Black Video file (Expert workspace/Project Assets/Panel Options/New Item/Black Video) on Video Track 2.

Select that Black Video file on the Timeline, go to Applied Effects Tab/Applied Effects Palette/Motion Panel expanded and remove the check mark next to Constrain Proportions option there. Now in the Edit area monitor, adjust the Scale Height to create a black band to be placed over the top of your video on Video Track 1.

          2. Do a copy/ paste of the Video Track 2 black band file and place it on Video Track 3. Move the black band panel to the bottom of the frame. The Scale Height of each of this black band can be edited if needed.

          Track set up...

          Video 3.....Black band bottom

          and directly below

          Video 2....Black band top

          and directly below

          Video 1....with source video

That is the general idea. Please let us know if you need fine tune details.

Please consider and let us know if the above worked for you.

          Thank you.
