Will photoshop elements 13 work with a 32 bit system?

Will photoshop elements 13 work with a 32 bit system? It shows it works for the program on the system requirements. I'm trying to download and it keeps saying it can only be downloaded on a 64 bit processor.

If you already have a serial number, you can download the product there and enter your serial number when you use it. If you don't already have a serial number, you will need to purchase  Elements here: Adobe Store - North America
