What happens when you soft proof in Lightroom. Does it show the same bad color as in Photoshop when proofing? It sounds like your printer profile is bad. Does it give bad results too if you just use a profile supplied by the printer or paper manufacturer?
In soft proof it just shows me a slight change (not as bad as in Photoshop) where it looks like it would print fine but when it prints it looks bad (the way Photoshop shows it in proof preview) so Photoshop is doing a better job of proofing. But I am trying to stream line my printing with preset print packages in lightroom but if I can't figure this out I'll have to print from Photoshop.
Are you using the se rendering intent in the proof in Develop as you are in the print panel? In what way does the print look bad?

As far as the color management, I have lightroom managing color.

The rendering intent. Is it relative in one vs perceptual in the other. Those will give very different results and could be why the proof in Lightroom looks different from the print.
Tried both didn't make much of a difference.
So here is my color proofing from Lightroom (top photo Normal and Soft proof)
and my color proofing from Photoshop (bottom no Proofing and Proof view).
My prints are printing out like the photo on the bottom right.
I want Ligjtroom to show me that on screen so I can do the proper adjustments.

Are you using LR 6/CC? It turns out (I hadn't tested this yet before I
heard of it here) that there are some really nasty bugs in the soft
proofing code in LR 6/CC. For some people those bugs are less bad when
turning off the GPU acceleration in Preferences->performance but I don't
think it fixes it. For now it appears soft proofing is mostly broken in LR
I am using LR 5.
I think I may have found the issue
Going to redo my custom color profile and try it again.

UPDATE: So my calibration was off from the start. For my printer settings the paper was set to regular matte paper instead of the photo paper I was using but even after re-calibrating my photos were slightly on the Darker side. So now that I have the CORRECT color profile I am proofing with the custom color profile but printing with the factory profile in the PRINT module of Lightroom. The soft proof in Lightroom is still not giving me an accurate visual representation but the prints are looking good.
