PDF changing colors only after export?

I'm working on a document in indesign composed of a bunch of frames of PDF documents.  the file I'm using for the header looks like this Screen Shot 2015-05-29 at 1.32.33 PM.png

I've inserted a border around another frame directly below that in the indesign document. Here's what that looks like in indesign.

However, when I go to export it as a PDF with the object (the table of documents you see in the border there) the colors come out looking like this. Screen Shot 2015-05-29 at 1.33.28 PM.png

notice the difference in color in the header. This only happens with this page and only with that second, bordered document. the other pages have similarly formatted pdfs (converted from MS word) and their header colors don't change on export. Any idea why it's changing the header color on export? And how do I stop it doing that? (Note: this document will be viewed online, so how it looks in print is mostly insignificant to me) Thanks!
