I tested this line on LR 6.0.1 / OS 10.10.3 / English:
With this line, both the "+" and ":" keys move an adjustment slider to the right by a step.
No luck for me.

When I change the line you said with an unused key, it has no affcet in my Lr.

I assign different keys, but I can not see any functionality with the lines ending with "Alt" ... what is the function of these lines?
In my LR, "_" decrements the slider by -20, while "-" decrements it by -5.
If the character is reachable by Shift key on the keyboard, yes then ... it is working as you said.
Otherwise, it is working same with the lines without "Alt" ... as far as I can see.

LR shortcuts can be mysterious. Modifying TranslatedStrings.txt is an unsupported backdoor method, and in my experience, it often behaves mysteriously. Lots of keyboard shortcut behavior appears to be hardwired into LR.
Absolutely ... I assigned a shortcut (") for "Go to Folder in Library" command ... it sometimes works and sometimes not.
It works fine after launching Lr ... but generally, it stops working after I pass from one module to another module.
Where should I be looking for "TranslatedStrings.txt" on a Win7 English installation?
I would have assumed the "c:\program files\adobe\adobe lightroom\resources\en" directory, but I have no EN directory.
I do have a bunch under the "shared\webengines" directory.
