From where are you downloading Premiere Elements 13? Adobe after purchase or other? If purchased, do you have the purchased serial number?

Depending on your details, we will be going for an the following with online download Premiere Elements 13 installation files from another source
free ccleaner run through (regular and registry cleaner parts) to get rid of leftovers from incomplete uninstalls/reinstalls
reinstall with antivirus and firewall(s) disabled
and then, after determining that 13 is working, update to 13.1 using an opened project's Help Menu/Updates.
Just in case message...be aware that Premiere Elements 13 does not support Windows XP, Windows Vista, or Mac OSX 10.7. I have found that I can download the tryout of 13 from Adobe to Windows XP 32 bit computer, but it will not install.

I have already downloaded adobe Premiere Elements 13 fine from the adobe site after buying a licence at a shop (office works) and it worked fine until the instillation of it
I am trying to INSTALL it to Windows 7- 64 bit computer
Everything went great till the install when it screwed up.
Then i tried a safe mode start up... and many other things :/

Have you met Adobe's published System Requirements
From what you wrote, it sounds like you purchased Premiere Elements as a PC card from a local vendor. Were you given a serial number or did you have to go through the redemption code process to get the serial number.
Depending on this matter progresses, Adobe and/or the vendor that sold you the product may be the only one to sort out your installation issue. Please use the contact links in the above link to do that.
Right now, I would suggest that you clean the computer of leftovers with the free ccleaner (regular and registry parts) and start again. Have you been there and done that yet?
Assure that the problem exists with and without the antivirus and firewall(s) disabled.
Make you are running the program as administrator. Is QuickTime installed on the same computer that will be used for Premiere Elements 13?
Do you see any description of the installation problem in the computer's Manage/Event Viewer/Windows Logs and its Applications category?
Please review and let us know if any of the above gets at the core of your installation problem.
So looking at the requirements...
I just installed quick-time. SAME problem again..
I noticed i have 64 bit computer but the downloaded files are 32 bit? maybe that is the problem?
The rest i have.. except the display resolution mine is a bit bigger but that wont affect install at all..
ALSO i went and retrieved my serial number and there was no problem with that...
There is NO events in the Event viewer from what i can see.

You just solved your own problem. If not all, essentially all. You need 64 bit installation files for your 64 bit computer.
You need two installation files - .exe for extraction and .7z the program itself. Both these files have 64 in the file name if each is to be used in a 64 bit system.
If you have the purchased serial number....
a. you can go after the 64 bit set of installation files where you are
b. download the 64 bit files from the following location and insert your purchased serial number in them during installation.
Important...carry out carefully the "Note: Very Important Instructions" at that web site to avoid Access Denied Message. Remember: you use the trip to Adobe mentioned there to get authenticated, you use the web site links to the File 1 (.exe) and File 2 (7z).
