You didn't specifiy if you are asking about Premier Elements for video or Photoshop Elements for photos. But, the answer is yes for both, but it can be a bit complicated. As camera models are released, Adobe follows with versions of their Adobe Camera Raw or "ACR" that convert the manufacturers RAW photo data to being workable in all their products. Under the Help menu, you can update your ACR data to the latest available for version 11 and the cameras that were current then. If you have cameras newer than version 11, you have two choices. You can buy a newer version of Elements or you can download the free Adobe Digital Negative Converter or "DNG Corverter". It will turn the proprietary camera RAW files into Adobe's version of RAW files.
There are tables and charts that will show what adobe software is needed for each camera that shoots raw photos.

From the second Adobe document, you are able to determine the following for Photoshop Elements 11 and Premiere Elements 11
Both ship with Camera Raw 7.1 and last update for it is 7.4.

Since Camera Raw needs to support your particular camera and Camera Raw version must be supported by Elements version, the other important question becomes "What version of Camera Raw do I have and does it support my camera?" Please see details in the first link at the top of the reply for that.
