Similar issue. I updated yesterday to the most current update and Lightroom CC will not run. It opens, the Splash screen stays on for a very long time. If it does disappear the program will not run, I get a not responding message.

To help others who might read this, which step worked?
Three things to try:
- Turn off the new Add Photos option. Go to the Preferences dialog > General tab and uncheck the Show ‘Add Photos’ screen checkbox.
- Reset your Lightroom preferences by holding down the Alt + Shift (Windows) / Option + Shift (Mac) keys while opening Lightroom. The timing though is tricky. Hold these keys down immediately after clicking/double-clicking on application launch icon. Don't forget to set up all of your preferences again though, especially the super important Automatically Write to XMP setting, if you have to reset things.
- Roll back to Lightroom CC 2015.1.1 or Lightroom 6.1.1.

This is similar to others listed above by David Marx. Timing as they say is important. It worked for me. I am not sure about the XMP setting comment and will have to recheck.
