Sounds like you have an instance of RH that never truly closed, if it still appears in Task Manager.
Select it and click End Task.
This was on a fresh reboot that it wouldn't start. I did try ending the open ones and starting again, but it still didn't work.
The fact that RH for Word works argues against this idea but just in case, any chance you have been given a new user profile to log in with since you last used RoboHelp?
I think without any other ideas I would be inclined to simply uninstall and reinstall. It doesn't take long with RH.
