How to fix file when it says, "Cannot open file " ". Adobe Indesign does not support the file format, a plug-in that supports the file may be missing, or file may be open in another application."

I have a staff member that once he downloads a zip file that includes the .indd file, the file appears in his downloads with an .com extension. I edited the extension to .indd and tried to reopen and he still receives the error above. He's already uninstalled and reinstalled InDesign. I can download the same file from the same link and open just fine. He can also grab the file that I downloaded successfully and open in InDesign. I'm not understanding what we need to change so the file downloads and opens correctly. We are both on Macs.
