I am frustrated because certain layers of my master pages are not showing up in the actual document area and then when I go to the document and try to add images, it won't let me. And for one page, all the content on the spread was completely gone. The content was on the body layer. But I could add things if they were in a footer layer box. This is all in the InDesign CC 2014. It was frustrating because I had to completely re-do a page. This happened after I had to resize all the pages in my document.
Layers are global, so they MUST appear on all pages, but it's possible you have content on a document page on a higher level layer (or even the same layer) that obscures the objects from the master page., Likewise, layer visibility can be turned on or off, but that also affects all pages.
On any particular layer, all master objects are behind all document page objects on that layer.
