Thanks Steve, but I just found the answer posted by member lisam...
Go into Indesign and click Edit> Preferences> UI Scaling
If the button is ticked and option: Scale to higher Supported Scale is selected then changed this to Scale to lower supported scale and click ok.
Oops. My reply was premature. That solution I added changes the entire workspace (too small dialogs/windows/etc.). Steve, all the solutions at the link you suggested did not work for me either (even tho some seemed to get satisfaction). STILL A PROBLEM. I'm using Windows 8.1, 64-bit, on a desktop.
Try setting the UI scaling to to higher supported scale factor in combination with setting Windows type size to a custom value of 124% (on win 7 this gives me large menus with a normal cursor in ID).
