Moving to Dreamweaver space for expert opinion.
Layers (and later, APDivs) no longer exist as a function in DW since absolute positioning as a layout method has fallen out of use by the vast majority of professional developers.
You can still make them by adding position:absolute to your elements in the CSS Designer/CSS Panel. You can then drag and resize them from within Design View.
You cannot drag or resize them in the Live View Editor though, not yet anyway.
There are a couple issues here:
1. You are still in Live View (notice the blue outline while items are selected).
You can only drag absolutely positioned elements while in Design View.
2. Notice the strikethrough on the word "position" in the CSS Designer? That means it is not being applied.
In order to get a position attribute applied to the image, you'll need to give the image an ID...
<img src="images/butterfly-ovr.png" id="butterfly" alt="something descriptive" />
...then in the css, you would add the position attribute to that id...
From there on out, the image itself would be "draggable" while in Design View.
