If your program is Photoshop Elements, then you have posted in the wrong forum. Some how your thread got posted in the Adobe Premiere Elements Forum (video editing). Please re-post your thread in the Adobe Photoshop Elements Forum.
Wherever your thread is, please include Adobe Photoshop Elements version and computer operating system and description of the installation problem (error messages, stage of failure, etc.)
Adobe support appears to be limited to Adobe Chat and is classically limited to current version which is 13. So, you best avenue to success is likely to be through the Adobe Photoshop Elements Forum. But that should not stop you from trying to determine what support you can get from Adobe Chat on your issue.

Let me restate my question. I needed an answer to a question concerning the license agreement for Adobe Elements. My question wasn’t related to any technical issues so the answer wouldn’t be found on the forum. There is a link on the Adobe website to a live chat but when I clicked on it, the website took me back to the list of various forums and also the same link to a live chat. It’s like an infinite loop. Where is the link to get to a real live chat? Anyway, I received an answer from a Barbra B. and she stated that I'm allowed to install two copies of Adobe Elements, one on my desktop and the other on my laptop.

The answer that you received from Barbara B for Photoshop Elements also applies to Premiere Elements, that is, Adobe allows you to have the purchased activated serial number on no more than 2 of your computers. But, it also goes on to say that you are not supposed to use both at the same time. That information is available at the forum level here or in the Adobe Photoshop Elements Forum. This is a frequent forum question. If need be, I can point you to the place in the Adobe Licensing Agreement which applies to your question.
The Chat sessions are all online as far as I have ever found, and those Chat sessions can be limited. I have not discovered a "live Chat" session (as in telephone contact).
The Adobe Photoshop Elements Forum (Barbara Brundage and the rest) is a great resource for your Photoshop Elements Elements Organizer questions.

I am the sole user of both my desktop and laptop so it is highly unlikely that I'd be using both copies of Photoshop Elements at the same time. Like everyone else, I use my laptop as a secondary computer when away from home so it's nice to have all the tools available for me to use, even if it's the older version of Elements.
