Did you tried running Adobe Creative Cloud application in Power Saving mode ?
Regarding manage plans section , clear Browser cookies and cache and try to load the page again ,
Still same ?? Try with different browser once .

Yes these were the steps. If you meant the battery power saving mode, then yes I tried that and it still did not work.
I cleared Browser cookies and cache. Same problem
And when I tried from a different browser, the problem persists.

Also may I know whether you are using Dual graphics ?
Also let me know the name of Graphics card .
With safe mode - minimal it did not work
With safe mode - network, the app opened.
My graphics card is AMD Radeon HD 7600M series
Unfortunately this also did not solve the issue.
Any ideas on how I can cancel my subscription ? Since I still cannot access my plan management page .

Also , if you are contacting Adobe Support , ask for technical assistance , they can even remote access your computer and fix the issue
This black screen issue is typical and can be fixed.
