Whether or not your Premiere Elements 4 is registered should not make a different in your issue if you are saying that the issue is "The software runs but "Export" is not enabled."
Do you have the latest version of QuickTime installed on your computer with Premiere Elements 4? Are you running the program as administrator?
Are you getting any messages about MPEG2 Activation required? Do you have any doubts about the integrity of your Internet connection?
What specific exports are not working? Please detail?
What is the history on this....
a. You have just installed Premiere Elements 4 for the first time and cannot export "anything" from a project?
b. You have just installed Premiere Elements 4 for the first time and can get only certain exports to work?
c. You have had Premiere Elements 4 installed and running all along and suddenly you cannot use a particular export for a project?
Please review, consider, and supply more details.

I've given up as the Adobe site advises that activation for this old version is no longer supported, so I've purchased Premiere 13 instead.
Very disappointed with Adobe for disabling functionality of old versions. It was working perfectly until they did this.
Did you install 13 yet? Do you still have Premiere Elements 4 installed?
I would not give up on Premiere Elements 4 yet unless you want to.
This type of thing has happened to others where they cannot burn to disc or do MPEG export for lack of MPEG2 Activation which Adobe pop up says not supported any longer for version 8 or earlier.
Some have uninstall, run the free ccleaner (regular and registry parts), reinstalled with antivirus and firewall(s) disabled, and were able to use the program.
No 100% guarantee, but worth the try.
If Premiere Elements 13/13.1 has features that 4 does not and you need those features, that is another story.

Add On...I have many versions of Premiere Elements installed on my Windows 7 64 bit computer for troubleshooting purposes. That includes versions 8.0/8.0, 7.0, and 4.0. All are working well.
