What version of Premiere Elements and on what computer operating system is it running?
Cell phone video is typically recorded using a variable rather than constant frame rate. Premiere Elements (any version) does not fare well with video with variable frame rate; consequences include audio out of sync or not being able to import the video at all.
The usual fix is to take your cell phone video into a free program like HandBrake to obtain a H.264.mp4 file with a constant rather than variable frame rate.
Then you import the H.264.mp4 now with the constant frame rate into Premiere Elements project.
Please review and consider. Do not hesitate to ask if you need step by step or more detailed information on the suggestions.
version 13 and windows 8. Could you please tell me step by step what to do? I'm not sure what you mean.
For now I will assume that the video from the cell phone is 1080p (1920 x 1080 @ a progressive frame rate). If we looked up the frame rate in a video audio properties readout program, we would likely find 3 frame rate values...minimum frame rate, frame rate, maximum frame rate. For HandBrake and this example, let us use "frame rate" of the 3 and go with 29.97 assuming minimum might be 24 and maximum may be 32.
Please tell me what you are now seeing as the one and only frame rate is for this problem file before we do anything to it.
Download and install HandBrake for your Windows 8 64 bit computer.
Import your video using Source/File
You want the Container = MP4. Set your Destination for the export.

Hit the Start button at the top left of the workspace and wait for completion indicated by "Queue Finished" in the progress bar at the bottom left of the workspace.
Then import the HandBrake H.264.mp4 into your Premiere Elements project using Premiere Elements Expert workspace's Add Media/Files and Folder/Project Assets.

Is handbrake trustworthy?
I have used the program many times. I downloaded and installed it over a year ago. And, I had no problem with that download and install at that time.
Since it is a quick, easy, and free way to correct the problem that Premiere Elements has with video recorded with variable frame rate, I mention it frequently. The feedback, it works. I have not seen any reports of security problems with the web site as part of the feedback from users who used the program to obtain a file that worked in Premiere Elements.
