Just updated to premiere elements 13 took a movie and tried to apply Instant Movie. I keep getting a dialog box called "Adobe Premiere Elements.exe-no Disk. I don't have any disks, because I downloaded this update. Ran the same movie and function on Elements 12 it worked fine. I reinstalled Elements 13 that was no help. Note it is very difficult to get rid of this box it locks up the Elements program sometimes
What computer operating system is involved? Assuming Windows 7, 8, or 8.1 64 bit for now.
There is a known No Disc error associated with Premiere Elements 13/13.1. The Adobe fix is the deletion or disabling of the OldFilm.AEX file. Let us determine if this applies to your situation.
The OldFilm.AEX file that you delete or disable by renaming to OldFIlm.AEXOLD is found in the Windows 7, 8, or 8.1 64 bit path of
Local Disk C
Adobe Premiere Elements 13
and in the NewBlue Folder is the OldFilm.AEX file that you delete or disable by renaming to OldFilm.AEXOLD.

Add On...Have you updated 13 to 13.1 yet using an opened project's Help Menu/Updates? If not, please do that.
