Did aksagarw suggestion resolve your Premiere Elements 13 Sign In issue at the end of program installation?
it says that it cant connect to the internet or the computers clock is wrong.
In the past, that specific error message has been resolved by updating the Adobe Application Manager. Had you tried that first?
This is how it worked in Premiere Elements 12.
Adobe Application Manager as mentioned in the blog can be download and installed from (if your computer is Windows)

I am using windows 7 and following aksagarw's instructions worked for the activation, it now runs fine on all the other user accounts on my computer.
i also hadn't tried updating adobe application manager.
