I have found that Premiere Elements 8 will install and run on Windows 8.1 64 bit without issue.
After you installed Premiere Elements 8
a. did you disable the automatic Background Rendering and AutoAnalzyer features....
(See Premiere Elements Editor workspace Edit Menu/Preferences/General for Background Rendering option; see Elements Organizer workspace, Edit Menu/Preferences/AutoAnalzyer Options for AutoAnalyzer Options).
b. did you install the 8.01. Update from
Please verify...are you saying that, when you go to use Premiere Elements 8.0/8.0.1, you are getting a pop up message

1. From where are you getting your installation files?
2. Delete the Adobe Premiere Elements Pref file, and, if that does not work, delete the whole 8.0 Folder in which it exists

and, in the 8.0 Folder, is the Adobe Premiere Elements Prefs file that you delete. And, if that does not work, then you delete the whole 8.0 Folder in which it exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives enabled so that you can see the whole path given.
3. If the above does not work, then do the following provided you have the purchased serial number and installation files or disc...
b. Free ccleaner run through (regular and registry cleaner parts) to get rid of leftovers from incomplete uninstalls reinstalls of Adobe and non Adobe products
c. Reinstall with antivirus and firewall(s) disabled
d. After 8.0 is installed, download and install the 8.0.1 Update.
e. Make sure Background Rendering and AutoAnalzyer Options are turned Off.
