Sharepoint - Page opening a toc entry and halfway down page

I'm exporting to Multiscreen HTML 5 using Robohelp, and uploading the files to sharepoint.

I'm finding that when I create a link to a heading level when it is in the Internet Browser, that when the link is opened it is at the height of the location of the TOC entry (even if at the llast topic on the TOC) and not at the top of the page.

It doesn't seem to do it for non-sharepoint output that I view.

Can anyone assist?Can it be altered to display at the top of the screen? Assume it is a bookmark to the TOC entry, but I need it to display the top of the screen.
