If you're using Element 3d, you can set glow options to make certain materials glow a bit. Then, to add the volumetric look, you could either use a plugin like Trapcode Shine or a built-in effect like CC Light Burst or CC Light Rays. That's just a standard light ray effect like CC Lightburst based on teh 3D materials and softened up a bit plus there is some also very soft Fractal Noise. Really nothing fancy.
