You don't say if you have purchased a membership to Creative Cloud, or have purchased the standalone version of Lightroom.
However, assuming you have purchased the standalone version of Lightroom, then the problem is that you are opening the Creative Cloud version of Lightroom. You should be opening the standalone version of Lightroom. You may have to uninstall whatever version of Lightroom you have currently installed and then install the standalone version (which you can download from Product updates), you will need to have your serial number available.

If you are a subscriber to Creative Cloud, and you're getting this message, then you need to make sure your payments are up-to-date, and I think you need to contact Adobe about this. We are just Lightroom users in this forum, we can't help you with account payment issues.

Sorry you're having trouble getting into the Develop module.
Have you updated to Lightroom 5.7.1 yet? I believe this was fixed in a later update than 5.5.
If you have a membership, Is there a major reason you're using Lightroom 5 vs Lightroom CC?
If looking to keep Lightroom 5. Depending on how you installed, you may want to uninstall the current Lightroom you have (if previously it was installed from a perpetual download).
To uninstall Lightroom 5, just remove it from the Applications directory on Mac, or run the uninstaller in Add/Remove Programs if on Windows.
Then download and install Lightroom via the Creative Cloud Desktop application.
Since Lightroom CC 2015 is the latest version listed in the CC desktop app, you'll want to select to install a previous version of Lightroom: Download and install Creative Cloud apps
