Thanks, but I'm not as focused on my Mac at the moment because it does have some programs on it. I need to get these programs back on my desktop PC, it is more powerful.
If you do not have any of the Adobe product other than Creative Cloud desktop application on your computer , you may try removing all Adobe apps and folder from all locations and then try with Fresh installation process.
Adobe folders will be created on 8 different locations.
If you had already tried with that.
You can try with enabling Hidden Administrator account , the User account with Super User privileges.
I guess you might have checked with LAN settings , Hosts and Firewall and all already.
If you had tried most of them , one thing you can do is login to Hidden Admin account .
Remove all Adobe folders once and re install and check.

However , if it is taking time and you need Apps ASAP .
